On the other hand, a graph is a more general concept that encompasses many
different types of data structures, including trees. In a graph, there may 
be multiple paths between any two nodes and there may be cycles present. 
A graph can have any number of disconnected components and it doesn't 
have to have a hierarchical structure.

Therefore, every tree is a graph because it satisfies the definition of a
graph, which is a set of vertices and edges connecting them. However, 
not every graph is a tree because it does not satisfy the additional 
constraints of a tree such as the unique path, hierarchical structure 
and the absence of cycles.
