1) Select the target cell(s) you want to add conditional highlight to
2) Go to `Home` -> `Styles` -> `Conditional Formatting` -> `New Rule`
3) In the "New Formatting Rule" dialog select "Use a formula to determine which cells to format"
4) In "Format values where this formula is true:" enter the following formula:

=NOT(ISNA(MATCH(<value_to_look_for>,<column>,0)))

Replace "<value_to_look_for>" with a value or a cell address. Ex "$A$1"
Replace "<column>" with the column(s) you want search. Ex "$A:$A"

5) Set the formatting according to your preferences by clicking the "Format" button.
6) Click "OK"

Note: For conditional formatting, addresses are relative with respect to the *top left cell*
      in the range you are applying conditional formatting to. For example, if you format
      the range B2:B10 with a conditional formatting rule, and your conditional formatting
      formula includes "A2", the address "A2" will drag down, becoming "A10" for the cell
      "B10" (similar to relative vs absolute references in formulas). To avoid the dragging
      behaviour, use absolute references by putting "$" before each coordinate. Ex "$A$2"
